Source: The Frederick News-Post, Md.mini storageOct. 02--Ken Eidel, of Frederick, spent several hours Tuesday trying to log in to the Maryland Health Connection website marketplace for health insurance and was still waiting for the site to show him insurance policy options at 2:50 p.m.He ran errands while his computer tried to load the page."I haven't gotten anywhere," he said. "It's still chugging."Tuesday marked the first day the website was available, but heavy traffic made for slow going in the afternoon, Maryland Health Benefit Exchange said. The exchange is a public corporation and an independent unit of Maryland state government that administers the Maryland Health Connection marketplace.By 8:15 a.m. Tuesday, both the federal and state health care exchange websites were out of order. Starting Tuesday, the online exchanges were supposed to offer health insurance policy options for those who do not have coverage through work or privately. The Maryland Health Connection website apologized first thing: "We are experiencing connectivity issues. Please visit the site again at 12 Noon."The federal Healthcare.gov website advised the public the site was temporarily overloaded."We have a lot of visitors on our site right now and we're working to make your experience here better. Please wait here until we send you to the login page. Thanks for your patience!"Tuesday marked the start of the open enrollment period for uninsured people, who have until Jan. 1 to get insurance to avoid a federal penalty.Eidel learned recently that as a veteran, Veterans Health Administration care would suffice for his coverage, but he still wanted to see what options were available on the exchange. In particular, he wanted to explore dental coverage, which he does not have through the VA.The Affordable Care Act of 2010 was designed to enroll some 30 million uninsu迷你倉ed people nationwide. About 800,000 people in Maryland, and 14,182 in Frederick County, are uninsured, according to Danielle Davis, communications and outreach director for the exchange.Eidel is out of work but too young for Medicare. He worked in information technology for 30 years and said he was not surprised the massive health care website would have some issues on launch day. He worked with giant IBM computers and said modern systems come with the same sorts of difficulties."I'm sure it's a daunting system," he said.A news release from Healthy Howard Inc. directed Frederick County's uninsured to get help from the federal and state websites or from physical locations and call centers set up in Healthy Howard's Door to HealthCare program.Healthy Howard trained and certified staff available throughout western Maryland to assist people at more than 40 locations in the program. The Asian American Center of Frederick, the Frederick Community Action Agency, Health Department, Department of Social Services and Frederick Memorial Hospital are some of Healthy Howard's partners in Frederick.Elizabeth Chung, director of the Asian American Center, said 22 calls came in to her office for help with insurance enrollment. Eric Masten with Healthy Howard said his offices were helping several people get started in the enrollment process. The exchange invited users to comment on their online experience at marylandhealthconnection.gov."Like all new software programs on their launch, the application may have some bugs and glitches," the exchange website stated. "If you run into any issues, you can provide feedback."Follow Patti S. Borda on Twitter: @FNP_Patti.Copyright: ___ (c)2013 The Frederick News-Post (Frederick, Md.)
