Empire Court. Police say that van fit the description of a van in which a suspect in the shooting of the two young girls two hours earlier left the shooting scene.Police say Sistrunk allegedly zapped two people with a Taser during the fight at North Empire Court. The family reportedly had just left a Christmas party they attended at a house on North Street.Attorneys in the case said the trial should last about three days, and that related court papers will be filed within 30 days.Letteer recently said in a civil suit he is involved in with the Miller family that he was not the driver of the vehicle that struck the boy and that a third party is responsible. 松壑又到季末，儲存流动性危机的阴霾再次笼罩在机构市场上空。而这种阴霾已在银行间市场的资金价格上有所体现。根据Shibor数据显示，银行间隔夜、1W、2W以及1M资金均出现不同程度上涨。以隔夜利率O/N为例，9月16日后，O/N一路由当日价格3.008%上升至9月23日的峰值3.8150%，上涨81个BP。一个月（1M）资金价格的上涨更加明显，自9月6日至9月24日，1M资金价格从4.4840%上涨至6.1089%，大涨162个BP。值得注意的是，与上一轮6月末“钱荒”有所不同的是，不少银行面对潜在钱荒时期价格机遇，已通过提前吸收同业存款，发行理财产品等方式在流动性方面做充足准备，并持币择机购入非标、票据等资产。而由于部分银行对季末时点的流动性准备较为充足，加之央行本周二进行的880亿元节前逆回购操作，因而与6月末相比，本轮季末不会出现6月份那种程度的流动性危机。但银行间市场季末的生态图清晰了起来。收购票据、非标面对可能到来的季末“钱荒期”，不少银行已未雨绸缪。“我们早在9月前就已经做了许多安排，比如借同业或发理财。”北京某股份行金融市场部王炎（化名）透露，“6月份的资金紧张其实给市场提了醒，在这种季末的时候一定要保证资金的充裕。”而在资金价格走高的形势下，部分银行正在加速推进票据买断、买卖断过桥（票据买入返售，或卖出回购的买断卖断交易及过桥服务，这种过桥服务可以通过中间方规避同业间票据的管制）以及代持等业务。“银票代持和票据买卖断过桥本来是一直都做的，但季度末这方面的需求往往会更强。”山西某城商行人士表示，“这期间的流动性通常比较紧张，而这（银票代持、票据买卖断过桥）也促使银行票据等资产的交易。”与此同时，亦有银行期望担当非标资产的买方，对资管计划、信托计划等资产开展询价收购。“我们有充足额度可收保本理财。”广发银行广州分行人士表示，“现在同时也在收有银行兜底的信托或资管计划受益权，不过做不了是融资平台和商业房地产的项目。”无独有偶，邮政储蓄银行的东南某分行亦在收购各类收益权等非标资产。“目前资金相对充裕，除了受益权以外还要收四大行和股份行的保本理财。”该行人士表示，“我们也可以对外放1-5年的长期同业资金。”值得注意的是，甚至有银行在收购非标资产时并未对项目行业类型进行限制。“我们现在还在收信托受益权。”9月24日，兴业银行华北地区某分行人士透露，“许多银行不要的地产和平迷你倉项目，我们也能要。”不过，并非所有银行都在“趁火打劫”，确有银行或因头寸紧张而出现了急于寻求同业资金配置的情况。例如招商银行多地分行、光大银行东北某分行、民生银行江苏某分行目前在寻求一个月以内期限的同业资金以补充流动性。钱荒生意背后造成多银行逆市收购非标、票据等资产的原因之一，或在于钱荒期间的各类资产价格降低。以票据为例，根据中票网数据显示，9月份纸票买断式卖出报价利率亦从8月底的5.5%上涨至9月24日的6.3894%。而纸票正回购利率亦从9月2日的5.7767%上涨至9月24日的6.1917%。事实上，类似的价格效应无疑会引来多数银行的竞相追逐。“上回6月闹钱荒的时候，不少银行急于回笼资金而低价抛售长期资产，让不少资产价格出现跳水。“王炎分析称，“这对资金充裕的银行来说是一个配置资产的好机会。”在该行人士看来，季末的时点考核等因素会迫使部分流动性管理压力较大的银行低价出售债券、票据甚至非标资产，而此时正是收购非标资产的好机会。但这次季末，流动性进展局面不会如6月份那样严重。“上次钱紧前，银行本来预期央行降准或逆回购来放水，结果央行按兵不动造成许多银行来不及应对；但是这次银行准备较多，而且央行也做了逆回购，所以再出现上次那种钱荒的概率不大。” 王炎表示，“许多银行目前都在超额配同业资金，有的在等着收各类资产，有的在等价格合适的时候放出去。”与此同时，造成多家银行超额配置同业资金的另一个原因，则在于相关行对同业监管政策预期的警惕。“同业监管是必然要到来的，8号文控制了非标理财后，规范同业中的非标资产就会是监管层的下一个目标。” 某国有大行人士坦言。今年的陆家嘴论坛上，银监会主席尚福林在谈及银行流动性管理问题时曾指出，“一些商业银行流动性管理和业务结构方面存在缺陷。”同时，尚福林亦透露相关部门正在研究有关同业业务的规范性文件。“大家认为未来的文件可能会控制非标在同业资产中的占比，同时期限、风险计提等因素也要被考虑进来。” 王炎表示，“虽然出台的政策会考虑银行的现实情况，但目前市场对此反应就是降杠杆，多收存款资金以备不时之需。”而另需注意的是，已有银行将注意力提前聚焦于年底的资金情况。“9月底市场只会是一轮小紧，真正需要提防的是年底资金。” 西南某股份行人士坦言，“我们现在也想趁着价格不高的时候提前多收跨年资金，做买入返售和逆回购的时间节点也要选在年内，保证年关时的资金充裕。”儲存倉

　　第五届立法会直接选举结束，儲存随着商界╱乡族势力坐大，普遍都认为未来四年议会监督能力会有所下降。但笔者认为可以对下一届局面作一些粗略的探讨。　　首先，未来四年的选民结构将会有极大改变。在空间分布上，未来数年大量旧区人口将会完成迁移到凼仔湖畔大厦、青洲坊，以及石排湾的过程，虽然《旧区重整法》在本届胎死腹中会拖延此一过程。这些人口以年轻人为主，他们将要面对社区设施、邻里关系重建的挑战。但幸运的是，他们在当前私人房屋市场的狂欢之中，能得一处安身之所，对未来社会稳定健康的发展有重要作用。传统社团已经在湖畔大厦「插旗」，就连资源更为贫乏的新澳门学社都要在湖畔和石排湾公屋设流动办事处。这会是在未来选举中团结年轻支持者，抗衡商界╱乡族势力的重要基础。　　但另一方面，澳门人口结构对乡族派表面上是有利的。一来在内地出生的居民本身就比本澳出生的居民多，而一直以来，机械移入的「新澳门人」是以邻近的广东和福建裔占绝大多数：粤籍占四分之三，闽籍则占六分之一，而透过投资移民取得身分证的居民将于未来数年成为永久性居民，其移民性质会如何影响参政取态？再者，经济黄金期产生的「婴儿潮」要长成至选民也需要时间。当然，我们必须注意的是，乡族票、投资移民票都self storage是固定的概念：可以说，乡族票─借用谭志强博士的话｜更正确的描述，应该是以广东╱福建人为基础，再加上其他人（最明显的例子可参考「民联」的候选人名单）。否则以广东籍的强势，「澳粤」肯定不只两席，而且「民联」当中也有粤籍人士。另外也有闽籍青年透露在今次选举中投了白票，可见只要提供足够的资讯，改变「新澳门人」的投票取向是可能的。这一方面，近两届选管会取消统一邮寄政纲，以至各种选举反宣传，例如取消议事亭前地张贴海报的惯例，都对窒碍澳门选举的气氛有不可推卸的责任。　　在选举期间，各参选组别的政纲之中，某些组别对政治制度提出了很有价值的建议，例如是「公民监察」提出的「多议席单票制」，但社会上欠缺了足够的回响。其实，不但只是政治制度，二十个组别对宏观政治经济情势都无着墨，顶多是抓紧「粤澳合作机遇」，然后去图谋一下横琴岛的土地而已，或者重覆内地领导人「澳门梦、中国梦」的口号而已。但未来数年，中国的发展形势将进入关键时期，例如「世界工厂」模式的经济能否成功转型？各组别都近乎交了白卷。是不是大家沉醉在赌业经济之中，不将外面世界的危机当一回事？作为在澳门最接近民间的参政人士，其实是很应该以关心国家、关心澳门的情怀，把这些题目公开讨论。□ 未熄迷你倉
